Legal Question in Traffic Law in New York

If you are arrested for a 5$ bag of marijuana, and another person in your car is arrested for a $5 bag of marijuana, when you both go in front of the judge, can they put both charges together for each of you? Can they say ''ok, u are charge with 2 bags of marijuana and put it as one charge?
