Legal Question in Traffic Law in New York

My daughter was involved in an MVA where she sideswiped a bus that was stopped for passengers in a zone that specified (with 3 signs) NO STANDING ANYTIME. It was not a designated bus stop as there are designated bus stops on this road. Does my daughter have any legal recourse against the bus company?
