how long can the NYS Dept of Transportation

I received a speeding ticket on 09/16/2001. during which time I was on Active Duty. Under Recall for the sep. 11 terroist attacks. I was givin a speeding ticket on 9/16/2001. I appearred in court sometime in 2001. As per my understanding this case was dissmissed, unfortunatly I do not have that paperwork.

I have come to find out just recently that I have been charged some time back in 2005. How Long could the NY State Dept of Transportation wait before charging an individual? I have recently received a notice of driver license Suspension notice. It is telling me that my license is to be suspended on 09/20/2006.

Of course I plan to go to court before this date.
