looking to lower points and keep license

Bro just turned 18 just 2 weeks ago. He decided to take my TL out on 4/19/07. Coming home from New Jersey around 3am, he got pulled over. The officer gave him 5 tickets. one for speeding going 90, one for tailgating, two tickets for tints 1 for front doors and the other for rear doors), and the 5th ticket was obstructing traffic when he was asked to pull over (he pulled over to the left, he was on fast lane and didn't want to cut 4 lanes to stop on the right side.)

The speeding ticket is reasonable but my bro says he was going 80. he believes the cops clocked the car in front of him. There was a car in the mid lane driving next to him blocking his view so he couldn't see the cop car hiding. Suddenly the car in front of him braked really hard, guessing he saw the cop car so my bro had to brake hard too. My bro was the unlucky one they picked out. He says he wasn't tailgating, it was the car in front of him that braked all of a sudden. The cop gave him 2 tickets for the tints, they said it was read at 24% but my tints are 35%. Isn't 35% tints legal???? For the speeding ticket, i know for sure my bro deserved it but hes hoping to lower the points to keep his license. Can he fight any of these tickets?How do I prove the tints?

Your brother is looking 17 points assuming the tickets wer issued in NY. The tinted window tickets are 0 points and the least of his worries.
