My 22yr old son borrowed his uncle's rental car and had an accident in Buffalo - no damage and no injury but he only has a learner's permit and had no licensed driver in the car. What can happen to him and his uncle legally?

Your son can be charged with unlicensed operation of a vehicle and your uncle can be charged with permitting unlicensed operation.There is an issue of permission and authorized use which may result in other charges.
