Is a Pennsylvania Truck plate considered a commercial plate in NY, if I have a pickup with an extended cab and rear seats?

It depends on how the locality forbidding commercial vehicles without a proper plate defines the term "commercial vehicle". A "commercial vehicle" is often defined as meaning any truck, bus, taxi or other motor vehicle, except a noncommercial vehicle, used principally in connection with a business carried on within the city, except when owned and used in connection with the operation of a farm by the owner or a school bus.
