If the court is acting in a capricious and arbitrary manner, you can bring an article 78 application seeking to overrule the courts inaction on your license. The process should only be tried with the help of a lawyer as it is a difficult task. Hence speak to a lawyer about whether an Art. 78 is available to you under the facts of your case and then have him draft the motion for you.
