Legal Question in Traffic Law in New York

I recently went to renew my drivers license in florida and was told there was a hold on my iicense for 3 unpaid tickets from 1987 in NY.I contacted the clerk of court in NY and she sent a copy of the tickets.I reviewed the tickets and found the tickets did not belong to me.I then contacted the NY DMV and they sent a affidavit in lieu of appearance, I had it notarized with a plea of not guilty with a explanation that these tickets were not mine.several weeks passed and i decided to call to see if the judge made a decision on the affadavits.I was told by the clerk of court that the judge would not accept the affidavits and that I would have to appear to enter a not guilty plea or I could plead guilty and then the judge would let me know the amount of the fines.Isnt there any type of agreements between states to keep people from going back to a state they donot reside in or is the expectation that everyone is to plead guilty to a open ended ticket and then the judge decides what type of fine to impose.
