Legal Question in Traffic Law in New York

I was stopped by a police officer in a small town in NY. He asked for my license and registration and when I asked what the problem was he said, "nothing major". He came back to my car shortly and handed me a ticket for not wearing a seat belt. My seat belt is dark and I was wearing a dark jacket. I showed him but he said "whatever". I could have easily proven my innocence there on the spot. Isn't he supposed to let me know what I did wrong when I ask him?

He is not required to let you know what's wrong when you ask him. I would suggest photographing the jacket and seatbelt in question when it is being worn and consulting an attorney to confront the officer and hopefully win.
