Is is true that when and police officer doesn't send you a depostion before you go to court for a speeding ticket and/or doesn't show up in court on that day they will throw the ticket out?

Sometimes a judge may be sympathetic to your cause and may throw the case out if those events occur; however, that doesn't always happen.
