Legal Question in Traffic Law in New York

so i have four tickets from one pull over. i drove threw a inspection check point in rochester ny. my question i didnt show up for the court date because of weather issues and i called to reschedule but the clerk told to mail it in. well i didnt know if i should pled guilty or not guilty. i had suspend drivers liceance (from not paying a pervios ticket, cleared up now), uninspected car (cleared up), no insurance (had in insurance the whole time, have proof), suspend regristation (clear up, was because of not have insurance but i did. cleared up). my main question is it is over a month sence the court date. can i mail it in and how do i plead?

Get an attorney, you have too many problems in one question to answer effectively. I would get representation who knows traffic law because you are facing the loss of your license for a long period of time.
