Legal Question in Traffic Law in New York
I have been told that local residential streets in nyc are 'no thru traffic' streets.
In other words, if you do not have business on that street you can get a ticket.
For example, in brooklyn NY, a residential street - East 14th ST vs a commercial street as Coney Island Ave.
What is the fine and does it carry points on the drivers license?

Did you receive a ticket? Then I suggest you hire an attorney to fight the ticket.

There are several citations that can be issued by NYPD that involve commercial vehicles on local streets.
A violation of Traffic Rules 4-13 (Off Truck Route) carries a fine starting at $200+80 surcharge and imposes two points on your license. There is also 'Failure to Obey a Traffic Control Device' (i.e., no commercial traffic sign) which is also a two-point violation
Lesser violations do not carry points.
You might consider referring to the NYC Truck Route Map (http://www.nyc.gov/html/dot/downloads/pdf/2011_truck_route_map.pdf) before sending a vehicle to a job site.
