Legal Question in Wills and Trusts in New York

No Assests. Obligated to file a will?

My father recently died at a nursing home. Everything he had was turned over to the home. I am executor of his will, but he has virtually no assets in his name. He did owe money to creditors, however. Is it legal to just ignore it and do nothing? Or, am I obligated to file it?
