Can an attorney in NY draft a will for a resident of a foreign country if they are a us citizen

Yes, although it may be considered as practicing law without a license in the foreign jurisdiction. Plus, it might be possible that the unique laws of the foreign jurisdiction are unknown to a local attorney, such as proper acknowledgement language, number of witnesses, etc. It should at least be checked over by an attorney familiar with the foreign laws involved.
