Legal Question in Wills and Trusts in New York

My dad wants to renounce as executor for my oldest brother because of his age 84, does the executor have to go to the next oldest (of 10) child? Is the youngest able to be the executor? (brother lived in PA, father lives in NY)

Actually, the Will should name the successor if the original Executor renounces or cannot qualify. Who does the Will name as successor?
