what is the difference between a citation and a notice of probate?

A Notice of Probate informs a person (or charity) that they were mentioned in a decedent's Last Will and Testament. A Citation informs the decedent's closest living relatives (whether or not they were mentioned in the Will) that they have certain legal rights with respect to probate of the Will, and if they don't speak up, those rights will be considered waived.
