estate administration
listing assets for surrogate's court in Niagara County, NY in case of deceased mother (I am appointed administrator). Mom ''owned' her house, but it was (is) fully mortgaged (Value = $110,00, outstanding mortgage = $110,000). Do I list $110,00 under ''Individually Owned'' for Real Estate, or do I list zero?

There should be a column for real estate assets and value where you would list the property address and the $110,000 as its value. There should be another section where it lists mortgages - this is where you would list the name of the mortgage holder and the amount owed.
