If money is left in trust for a number of people who is responsible for bills that an estate has or incurs when someone dies in testate.
Two siblings remain that lived apart from this person.

From the facts you provided, I cannot tell if the trust is established under a Will or the account reads "in trust for." Quick reply is that either way, the account must be used to pay the bills, if these are the only assets available.
