Legal Question in Wills and Trusts in New York

No estate

My mother passed away in December. She had no estate - no money - basicaly nothing. She had been paying her creditors through a debt consoldation company,

some of the credit card companies are sending bills addressed to her estate. There is no executor/administrator. Are my siblings & I responsible to pay off these debts?
