I recieved a waver of citation,renunciation,and consent to to appointment of administration.
What does this term mean?
''that a bond be dispensed with and hereby specifically release any claim I might have under any bond that may be filed.''
am I giving up my right to any dispersment of the estate

"Waiver of Citation" means that you waive your right to receive citation, or formal notice of a Surrogate Court proceeding.
"Renunciation" again is a waiver. From your question I interprete the word to mean that you waive your right to be an administrator of the estate.
"Consent to appointment" means that you agree that the individual that petitioned the Surrogate's Court should be the administrator.
"That a bond be dispensed with" means that you waive your right to have the administrator bonded. A bond is essentially insurance - that should the administrator run off with money, you will be able to look to the bonding company for return of the money.
Based on the language in your question, you are not giving up your right to the estate, just your right to be the administrator of the estate.
