Can an executor sell a vehicle to anyone?

I found a car that I really want to buy. But the person that is selling the vehicle is an executor (his aunt died and he got the car as an estate). I currently live in New York City. What do I need to do, to register this car on my name? I don't want to give him the money and then when I get to motor vehicle and I will not be able to register it.

What documents do I need from him to sell me the car OFFICIALLY?
