Legal Question in Wills and Trusts in New York

my farther left my brother,sister, and myself are home my sister has been hospitel for the mentely ill for the past 25 yrs. leaving full responsabilaty on my brother and i. well my brother has never worked leaving all bills on me, he says he don't have to work or help with anything and thers nothing i can do about it. what can i do?
