Legal Question in Wills and Trusts in New York

my father died about 22 years ago,and we assumed that he left all of his property to his wife,my mother. My mother just died in 2011. we, the administrators of her estate,her children, are selling the house that she owned. my attorney now wants us to sign a document from the title company to show that my father had no debts. Is this necessary after all this time?

It is just asked for to maintain clear title. If there were any claims outstanding, one would presume someone would have heard by now. Actually, if there were any claims, they are time barred anyway.
