Would I be able to file a freedom of information request for a will?

Perhaps but you may obtain a copy from the Surrogate Court Clerk in the county where the will was filed for probate by paying a small fee.

I agree with Arnold. Unless there was some reason the Will was "sealed" to protect privacy, a simple call to the Surrogate where the probate took place and ascertaining the number of pages and cost of photocopying, upon payment of the photocopy charges a copy can be sent to you or you can pay there and get a copy.
