How to become a guardian of an elder person

My husband's great grandmother is 97 year's old and still lives at home. For the past few year's she's had my husband's brother living with her and a 24 hour caregiver. Until about 9 month's ago great grandma was very watchful of her money keeping track of her expenses keeping books and paying bills. Since then however, my brother-in-law has taken over paying bills and has convinced her to write unnecessary checks which he has spent on himself. We also, found out he has forged her name on some of her checks. She does not have much left and we do not believe she is capable of taking care of her own finances anymore. How would my husband go about obtaining legal guardianship to protect and provide for her in the future.
