irrevokeable trust
can you draft a trust that ny state cannot break for nursing home costs?

This is very difficult today, with recent changes in Medicaid qualification laws. There may be other things that can be done, including a trust, but with the recent changes in the law, there would be no guaranty that whatever was done could not be contested. You should consult with a specialist in Elder Law, familiar with the new rules.
