a married couple owns property (real estate, securities, etc.)JTROS. Can one of the parties change their will or create a new will that can take the jointly held property "out of JTROS" and will it to someone else

No. JTROS means exactly that. The survivor inherits the property.
However, if the relationship sours, and one party is unwilling to sell, and action to partition can force a sale.
