in ny state can an heir remove an administrator because of his negligence before said administrator tries to sell property against heirs wishes

Yes. You'd better have a real good case and be willing to come up with a big retainer, because if you have only complaints and no real proof of "negligence," which has a specific legal meaning and (not being insulting in any way), you probably don't fully understand what "negligence" means from the standpoint of achieving the result you desire. Win or lose, your lawyer isn't getting paid from the estate, most likely, so you'll have to private pay.
