How do I obtain a copy of a will of a relative who died approximately 20 years ago in Kings County, NY ?

A will is a public document and can be obtained by a person by filling out a request form with the Surrogates Court in Brooklyn. It can usually be done by mail as well. If it was filed or probated it would be at the Surrogates Court in Brooklyn.
