Legal Question in Wills and Trusts in New York

opening a ''small estate''

Despite searching Knowledge Base, I still don't understand the procedure for a ''small estate''. I downloaded forms from NYS, but don't know what to do with them. Do I register an estate somehow? Do I need letter of administration or something to deal with banks, creditors, etc.? Please outline procedure or direct me to an online source. (My sister and I are appointed executors in will. She's in NY but I'm in CA.) Thanks.

If the value of the estate is less than $20,000, there is a simplified procedure.
