Petition For Letters of Administration

My brother passed away May 2006 in Oneida county, NY with no will. He has no wife nor children and my mother (beneficiary) wants me to be the administrator without bond for estimated $25,000 estate my brother left. I believe he has debt. In the Petition for letters of Administration, Para 8 [There are no outstanding debt or funeral expenses, except: (Write ''none'' or state same)] I am willing to post bond to deal with the creditors. How do I fill out para 8. The funeral expenses have been paid.
