To prevent the high cost of probating a will, what is the best course of action in leaving property to a heir?

If the only aim is to avoid probate, then one should consider using a revocable living trust.

A revocable living trust would avoid probate. Also, if all you have are some bank accounts, you may avoid probate by titling them "in trust for" the beneficiary.
