Legal Question in Wills and Trusts in New York

A relative of mine receives SSI benefits and medical insurance based on the SSI. A modest financial settlement as a result of an auto accident will probably make her ineligible for SSI and also the medical insurance(Medicare and Medicaid) which she badly needs. Someone told her that if she puts the settlement into a trust she could continue receiving the SSI and/or the medical insurance. Is it true?
