Revocable Trust

Can a revocable trust where the grantor and his spouse are trustees for themselves and each other also allow for another person to have power of attorney on this trust?

If the language of the document allows for this, you need to have something in writing giving the person POA. Depending who it is (child, attorney, accountant) you might just want to add them as an additional trustee.
