If the accounts are either or,who do the accounts belong to when the estate is being settled and distributed ?

If the account is a joint account, which is what it sounds like you're describing, the accout belongs to the survivor and is not included as passing through the estate of the deceased.

If the accounts are titled "A" or "B", and "A" has died, the accounts belong to "B".
