Legal Question in Wills and Trusts in New York

Hello

I have to serve my sibling a citation and I can't afford to pay someone to hand serve them because they live far away. Can I mail them the citation certified or registered for a returned signature and if so should it be in an envelope. Thank you for any reply and help.

If the individual resides outside of New York you (via a third-party) may serve by certified mail.
