if two sibling are heir to a house and one of the sibling live in the house and the house is still in the parents name, do the sibling that lives in the house have to pay rent for living there?

Unless the Will has provided some provision regarding this, the one living nthere has some obligation either to pay rent or some of the opoerating expenses for the house.
