my sister refuses to sign a wavier of my mothers will what is done next

A waiver and consent form is used to signify the person's consent for the will to be submitted to probate. If a person fails or refuses to sign the waiver and consent, then a citation must be served upon that person. It delays things only a little bit and adds a bit of expense to the probate process. It may possibly signify that the probate will be contested by your sister, which can add a good deal of complication and a great deal of expense to the probate process.
