my sister's exhusband manages my aging mother's finances. do you think this is a conflict of interest?

While not a conflict of interest, per se, it might be looked at as being unusual. Of course, if he is acting professionally and not abusing the position due to family dynamics, it might even be a good idea. Think of what might be thought if he did something improper or questionable. He might be held to a higher standard than usual in light of the relationship.
