my uncle was killed in colombia, he owns an apartment in new york and has 2 brothers in the states and three in colombia, and my nother ( who was his sister) died a few nonths ago. who has any rights
to his apartment?

You do not indicate whether your mother predeceased your uncle, whether or not he had a will and how the apartment was titled, nor whether it was a co-op or a condo.

Assuming however, no will, mother predeceased uncle and title to apartment solely in uncle's name, his spouse and children, if any, inherit first, then his parents, then his siblings.
