Legal Question in Wills and Trusts in New York

my father pass away and he bought a land in Puerto Rico it's 3 brothers and 3 sister including myself,I'm the second middle of the sisters.Now I come to find out that my brother when and build a house on the property that my dad left on the will for all of us.my mother told me that my other sister and brother okay it.but what happen with my okay.no one contact me.My brother when and built the house.What can i do because if they gave him permission to go ahead and built this house,what happen if my mom pass away.The house she living is also devided with us too.please help me.

If the father had a will that left property to mother, brother only needed consent from mother for transfer of real estate.
Since mother gifted property to brother, it is not in her estate to transfer to you when she dies.
