does will have to be registered before a person dies in order for it to be considered the legal document?

Rarely is a Will registered before one dies, as it can be revised many times before it is eligible for probate. It is a legal document once executed in conformity with the laws of the State where its maker resides when it is made.

You need not register a will for it to be a valid legal document. The will only needs to be properly executed pursuant to the laws of the State.
