How many witnesses are required for a codicil in New York state?

A codicil is as much a testamentary instrument as the will that it seeks to amend. Thus, the answer provided by Mr. Slater is correct. Two witnesses are needed and it must be signed with all testamentary formalities.

As an aside, you are much better off having a new will rather than a codicil.
