Legal Question in Workers Comp in New York

I was hired as an independent contractor for social media, web design, logo design, and branded creative content design. My last pay check is being withheld because I'm being asked to deliver digital templates for my designs, so they can be recreated after my departure. She has all access to designs created as PNG files, I however did feel it was fair to send the templates. We have no agreement in writing discussing the copyright for work created, and when asked to discuss licensing she accused me of extortion. Is this worth filing in small claims?
