NYS WC claim statute on limits to file or refile?

I filed a workers Comp claim in Oct 1999, I was out on Disb since 8/16/99. A hearring was scheduled for Dec 31st and one day prior to hearing date my a ttorney tells me he has to pull out because he has a conflict of interest. I had the flu at the same time, and the long and short of it, the case was closed due to no prima facia evidence. I was just released to go back to work eff 4/17/2000. I now have a doctor to show causal relationship etc, Can I refile?, ask to reopen? please advise
