Legal Question in Workers Comp in New York

is it polocy?

in 2/05 i was injured on the job. i reside, worked, injured and hired in nj.my company is in albany,ny should my benefit rate be from nj or ny? nj pays more. and i find out in 02/06 that that the only paperwork ny workers comp board got was that of the ny dr. that gab ins. comp. sent me to. when i asked gab about this i was told that the dr`s in nj should have known that was procedor. when i asked all invovled i got we never knew this, we would have sent everthing from day one. then i get a cut in pay because of this. is this possible? why is it when then send approval letters it just says send us meaning the ins. comp. the results, not send the results to us and the ny wcb? am i being taking advantage of?
