Legal Question in Workers Comp in New York

I have severe carpal tunnel in both hand s. I require surgery. The employer I have worked for 14 yrs requested that I do not file a W/C claim because of the cost to his company (small). I believe this is the result of constant typing back several years ago working for this employer. My health ins carrier (through the company, that I pay for) wanted to know if this was a w/c claim. I told them this treatment began in depth in November when I went to dr and he did a emg test. Typing was done years ago. Can I file a claim, can my employer tell me not to? What are my recourses?
