who oversees the special funds commitee? who is a formal complaint addressed to?I might need a new attorney.

Special Funds is an entity that is overseen by the New York Workers Compensation Board. The attorney's for Special Funds represent the fund and not the claimant. If the attorney for the fund is giving you a hard time and making recovery difficult for you then he/she is probably doing their job.
