We've been separated 4 years and my husband wants to divorce. Can I refuse and what would happen

If you contest having to divorce your husband would apply to the Family Court for the divorce. You would have to defend the application and would need to pay a lawyer to do so.

As you have been separated for more than 2 years he would probably succeed and you would most likely have to pay his legal costs.

In those circumstances there does not appear to be much point in you refusing to divorce if you are indeed separated, unless you can establish that there is some likelihood that you will get back together.
