International Divorce?
My mother got married in Nigeria about 30 years ago, but spent the bulk of her marriage to my dad in the US. She is a perm resident. My dad is in Nigeria. She is seeking a divorce due to the fact that he has another family in Nigeria. I'm not sure if there is even a divorce procedure in Nigeria, but what can she do from the US to go forward with a divorce even though my dad is not in the US and refuses to grant her one in Nigeria?

I am sure your mum should be able to get a divorce in US based on bigamy or desertion.
If not that can be done here in Nigeria especially on the ground of desertion.
